BDI-3 allows each account one root user and as many staff user accounts as necessary to perform the functions of your organization.

When the root user assigns permissions to a staff member (for example, permission to allocate licenses), those permissions apply to all locations to which the staff member has been assigned. They also extend to all locations below that staff user's level in the hierarchy.
